Under Sanctions: The Family of Obnosov, Owner of the Russian Missile Factory Obnosov in Prague, Added to the Czech Republic’s National Sanctions List

Since early May 2023, the team of the Ukrainian Center for Security and Cooperation (UCSC), including its representative in the Czech Republic, Anastasiia Sihnaievska, has carried out a campaign that resulted in the family of a Russian missile magnate being added to the Czech Republic’s sanctions list on August 16.

The official website of the Czech Ministry of Foreign Affairs states that all three individuals were sanctioned for engaging in “activities that violate or threaten the territorial integrity, sovereignty, and independence of Ukraine.”

The deadliest missile attacks of the full-scale war—those that claimed the largest number of civilian lives—were primarily carried out using Kh-101 and Kh-22 missiles. These missiles were used to strike a residential apartment building in Uman, residential areas in Dnipro, and a shopping mall in Kremenchuk. They are manufactured by Russia’s largest defense holding, Tactical Missiles Corporation, whose CEO is Boris Obnosov.

Boris Obnosov is a close advisor to Putin and a recipient of the Order of the Hero of Russia, which he received during the full-scale invasion. Twenty percent of the corporation is registered in the name of Obnosov’s daughter, which unequivocally proves her involvement in the missile strikes. Rostyslav and Olha Zorikov, individuals linked to the deaths of Ukrainian civilians, reside in Prague and own two luxury apartment buildings in the city center. There is a high likelihood that the Obnosov family’s real estate was purchased with money earned from the sale of missiles that killed hundreds of Ukrainians.

The Center’s team organized a series of demonstrations outside the Russian businessman’s residence and submitted multiple appeals to the Czech government and members of parliament. In particular, on May 17, a protest was held in Prague, during which a banner reading “Confiscated! Funds from the sale of this building will be transferred to Ukraine as war reparations” was displayed on the Zorikovs’ building.

“With the money Russia continues to receive by circumventing sanctions, it arms itself and keeps destroying Ukraine. Every politician, businessman, and public figure who sponsors or facilitates the war against Ukraine has no right to live peacefully in Europe. Sanctions must be imposed on everyone involved in the deaths of Ukrainians,” said Serhii Kuzan, Head of the UCSC.

On July 26, a video projection showing missile strikes on Ukraine was displayed on the Zorikovs’ building to draw attention to Russia’s war crimes. The footage showed cities being shelled with missiles manufactured by Obnosov’s holding.

“The presence of supporters of Putin’s regime here not only fails to ensure the stability and security of the Czech Republic, but also demonstrates how Russian officials are able to circumvent sanctions. This must not be the case: the course chosen by states to support Ukraine in this war must be reflected in all areas,” commented Anastasiia Sihnaievska, organizer of the actions in the Czech Republic and UCSC representative.

The Russians’ confiscated assets include 14 apartments and a property rental company, Riomax. Inclusion on the sanctions list also entails a ban on entry into and residence in the Czech Republic, the inability to conduct any financial transactions through Czech legal entities, and the freezing of all assets in the country.

The Ukrainian Center for Security and Cooperation and its international offices continue systematic efforts to identify and counter Russian influence. Everyone involved in Russia’s war against Ukraine must be held accountable.
