LAW No. 5557 - УЦБС

We are Ukrainians. We are those for whom national resistance is about the continuity of generations. Our struggle is moving to a professional level—an organized system of comprehensive resistance enshrined in the Military Security Strategy.

Its implementation requires the adoption of Law No. 5557 “On the Fundamentals of National Resistance”. This law will make it possible to involve society in countering threats to national security and to develop a clear state-level policy aimed at organizing national resistance in Ukraine as an integral component of the country’s defense.

The purpose of the law is to strengthen Ukraine’s defense capability by engaging the entire population in resisting the aggressor. This approach assumes that the defense of Ukraine is a nationwide effort and is carried out both in government-controlled areas and in the temporarily occupied territories of our country.

National resistance will prevail!

The law that Ukrainian society had needed since 2014 was developed through the joint efforts of security forces from various branches of the military, representatives of veteran organizations, volunteers, and experts, under the overall leadership of the President of Ukraine.

Project Components

Territorial Defense

Territorial defense will be established as a new, fifth branch of the Armed Forces of Ukraine—alongside the Ground Forces, Air Forces, Naval Forces, and Special Operations Forces. Each region will have its own brigade, and each district will have a territorial defense battalion. At the level of territorial communities, there will be an opportunity to form volunteer units. Participants in territorial defense will be protected by law.

Resistance Movement

The issue of the resistance movement is being formalized. It is to operate in occupied territories, hinder the actions of the aggressor’s forces, and take part in reconnaissance, information-psychological, and other special operations. Members of the resistance movement will be able to obtain combatant status and receive social and legal protection on par with military personnel.

Citizen Training

The training will be based on general military preparation regardless of gender—that is, the knowledge and practical skills necessary for the defense of Ukraine.

HISTORICAL CONTINUITY

The Ukrainian dissident movement, the underground network of the OUN, and the partisan units of the Ukrainian Insurgent Army. The uprisings in Kengir, Norilsk, and Vorkuta; the resistance of Ukrainian students in October 1990. For more than 70 years, through national resistance, we fought for the long-awaited freedom that we now defend with weapons in our hands. Over nearly 30 years of independence, Ukrainian national resistance has fundamentally changed the course of the Ukrainian state at least twice.

Objectives of the Draft Law

the formation of national resistance in Ukraine;
facilitating the broadest possible involvement of the population in actions aimed at ensuring the sovereignty and territorial integrity of the state;
defining the tasks of territorial defense, the resistance movement, and the training of citizens of Ukraine for national resistance;
establishing the procedure for organizing, preparing, and conducting territorial defense and the resistance movement;
regulating the powers of state authorities and local self-government bodies in matters of national resistance;
defining the principles of financing and material support for national resistance, as well as ensuring social protection for servicemen and volunteers of the Territorial Defense Forces of the Armed Forces of Ukraine and persons carrying out tasks of the resistance movement.
