Solomiya Khoma

Co-Founder and Head of International Cooperation at the Ukrainian Security and Cooperation Centre (USCC), and a representative of the European Congress of Ukrainians. She specialises in international security cooperation, hybrid threats, and strategic engagement with Western partners.

She began her work on countering information and influence operations in 2018, when she joined the Ministry of Health of Ukraine to support healthcare reform—one of the country’s key anti-corruption initiatives and a frequent target of hostile interference.

As an adviser to the Command of the Territorial Defense Forces of Ukraine, she played a key role in establishing strategic communications capabilities, including social media operations, media relations, and professional training for press officers, contributing to the rapid institutional development of the TDF during the initial phase of russia’s full-scale invasion.

In 2025, she led Ukraine’s national recruitment promotion campaign, implemented in partnership with the Ministry of Defense of Ukraine, the General Staff of the Armed Forces, and NATO partner countries. The initiative focused on civilian engagement, strategic messaging, and strengthening societal resilience under wartime conditions.

Her analytical work focuses on hybrid warfare, including russian influence campaigns, sanctions policy, political interference, societal polarisation, and destabilisation strategies targeting democratic systems. She regularly provides expert commentary for international media on these issues.
