A draft law No. 5557 “On the Fundamentals of National Resistance” has been registered in the Verkhovna Rada.

On May 25, the President of Ukraine, Volodymyr Zelenskyy, submitted to the Verkhovna Rada draft laws of Ukraine “On the Fundamentals of National Resistance” and “On Amendments to Article 1 of the Law of Ukraine ‘On the Size of the Armed Forces of Ukraine’ regarding an increase in the size of the Armed Forces of Ukraine in connection with the adoption of the Law of Ukraine ‘On the Fundamentals of National Resistance’.”

Draft Law No. 5557:

“The adoption of the draft Law of Ukraine ‘On the Fundamentals of National Resistance’ will make it possible to address the task of involving the entire society in countering threats to national security and repelling aggression by another state, as well as to develop at the state level a clear policy aimed at organizing national resistance in Ukraine as an integral component of the state’s comprehensive defense,” the explanatory note states.

According to the draft law, the components of national resistance are territorial defense, the resistance movement, and the preparation of citizens of Ukraine for national resistance. 

Objectives of Draft Law No. 5557: 

• the formation of national resistance in Ukraine; 
• promoting the broadest possible involvement of the population in actions aimed at ensuring the sovereignty and territorial integrity of the state; 
• defining the tasks of territorial defense, the resistance movement, and the preparation of citizens of Ukraine for national resistance; 
• establishing the procedure for organizing, preparing, and conducting territorial defense and the resistance movement; 
• regulating the powers of state authorities and local self-government bodies in matters of national resistance; 
• defining the principles of financing and material support of national resistance, as well as ensuring social protection for servicemen and volunteers of the Territorial Defense Forces of the Armed Forces of Ukraine and persons performing tasks within the resistance movement.

Draft Law No. 5558:

This draft law proposes, at the legislative level, to increase the size of the Armed Forces of Ukraine by 11,000 servicemen in order to ensure the functioning of a separate branch of the Armed Forces of Ukraine — the Territorial Defense Forces — as well as the further development of the resistance movement system.
