Draft Law No. 5557 must be adopted by July 14 — Advisor to the Commander of the SOF of the Armed Forces of Ukraine

The draft law on the fundamentals of national resistance must be adopted by July 14. This was stated by Denys Podanchuk, Advisor to the Commander of the Special Operations Forces of the Armed Forces of Ukraine.

“If the Verkhovna Rada supports the draft law in the first reading, the second reading should take place by July 14 this year. If we do not make it by July 15, we will not be able to meet the formal requirements of the Budget Code, and no funds will be allocated in the budget. Accordingly, as of January 1, 2022, there will be no funding for it,” the advisor noted.

According to him, Draft Law No. 5557 is an instrument that combines territorial defense, the resistance movement, and the training of the entire population.

“The Armed Forces of Ukraine will finally have a separate branch of forces — the Territorial Defense Forces. The commander will report directly to the Commander-in-Chief of the Armed Forces of Ukraine. These are new opportunities and prospects. In addition, there will be volunteer formations of territorial communities, of which there are 1,438 in the territory under our control. Funding for the Territorial Defense Forces must be allocated as a separate line item in the Ministry of Defense budget. The law will be a framework law, and many issues will be regulated through provisions — on the Resistance Movement, territorial defense, and other documents. From now on, any citizen who is motivated to join the defense of the country and willing to take a direct part in repelling aggression will understand what to do and how,” Podanchuk added.

As a reminder, on June 15 a press conference titled “National Resistance as a Guarantee of Ukraine’s Security. Presentation of Draft Law No. 5557 on the Fundamentals of National Resistance” was held at the Officers’ House. The Ukrainian Center for Security and Cooperation acted as a co-organizer of the event.
